docs(python-sdk): git install for spicepy v4 and v4 query API (#2350)
* docs(python-sdk): install spicepy v4 from GitHub and use the v4 query API
pip install spicepy[params] installs an unrelated PyPI package, and v4's client.query()
submits an async job that single-node runtimes reject. Use the git install line pinned
to v4.0.0, client.sql()/query_pandas(), and the git form of the params extra.
* docs(python-sdk): state Python 3.11+ and Git prerequisites
