docs(reference): document the sub-second duration units and fractional values The Duration reference listed only s/m/h/d/w and described durations as integers. Both parsers the runtime uses accept more: duration-parse (used by spicepod runtime fields) and fundu 2.0.1 (used by acceleration duration params) both accept ns, microseconds, and ms, accept fractional and exponent forms, treat a bare number as seconds, and reject month/year. fundu is pinned at 2.0.1 in every release tag from v1.5.2 through v2.1.1 and on trunk, so this correction applies to all versioned snapshots.

docs(sql): list every scalar function in its section index The Scalar Functions reference only carried a per-section index list for two of its fourteen sections, and the Time and Date list was missing four functions that the page documents further down (date_add, date_sub, last_day, next_day). Readers scanning a section index to see what is available were told less than the page actually covers. Every section now indexes its own functions in document order, matching the convention already used by aggregate_functions.md. The lists mirror the headings already on the page, so no new availability claims are made. Time and Date is additionally corrected in the versioned snapshots that carry the same incomplete list (1.9.x through 2.1.x); 1.7.x and 1.8.x predate the four functions and are already complete.
